Legal Information & Terms of Service for Low-Barrier Community Transportation

1. Purpose of Service


The One True Love and Light (“OTLAL”) Low-Barrier Transportation Program (“the Service”) exists to provide free or subsidized local transportation to members of marginalized communities including, but not limited to:


  • Individuals experiencing homelessness or housing insecurity
     
  • Low-income persons
     
  • Elderly or mobility-challenged individuals
     
  • Indigenous community members
     
  • Students
     

The Service is designed to support access to essential services such as medical appointments, social programs, employment opportunities, spiritual gatherings, grocery trips, and community resources.



2. Eligibility


Transportation services are offered on a case-by-case basis depending on availability, need, and eligibility verification.


Eligibility may be determined through:


  • Referral by an approved community partner or agency
     
  • Verification of participation in an OTLAL or partner program
     
  • Proof of low-income status or self-declaration of need
     

OTLAL reserves the right to determine eligibility and to deny, delay, or reschedule rides at its discretion, subject to fairness and equity principles.



3. Nature of Service


  • This Service is a charitable and volunteer-based community initiative, not a commercial transport company.
     
  • OTLAL drivers may be staff members or screened volunteers with appropriate licensing and background checks.
     
  • The Service operates on a best-effort basis - rides are not guaranteed and may be delayed, rescheduled, or cancelled due to safety, weather, availability, or other operational factors.
     


4. Liability & Waiver of Responsibility


By participating in this Service, passengers agree that:


  • Travel is at your own risk. OTLAL and its staff, volunteers, directors, and affiliates shall not be liable for any injury, loss, damage, or delay arising directly or indirectly from transportation provided.
     
  • Passengers must wear seatbelts (where applicable) and follow all driver instructions.
     
  • OTLAL reserves the right to refuse service to anyone engaging in unsafe, disrespectful, or disruptive behaviour.
     
  • OTLAL’s insurance and liability coverage extend only to authorized use of vehicles and registered drivers.
     

Passengers may be required to sign or verbally agree to a Transportation Waiver and Consent Form before participating in the Service.



5. Privacy & Data Collection


OTLAL may collect limited personal information (e.g., name, contact details, trip purpose, and emergency contact) solely for:


  • Coordinating rides and verifying eligibility
     
  • Ensuring passenger safety
     
  • Reporting anonymized data for funding and improvement purposes
     

All personal information is handled in accordance with British Columbia’s Personal Information Protection Act (PIPA) and OTLAL’s internal privacy policy.


Information will not be shared with third parties except as required by law or to coordinate essential services with partner agencies.



6. Code of Conduct


To maintain safety and dignity for all, passengers agree to:


  • Treat drivers, volunteers, and fellow passengers with respect.
     
  • Refrain from aggressive, discriminatory, or illegal behaviour.
     
  • Avoid smoking, drug or alcohol use, or possession of prohibited substances while using the Service.
     
  • Notify staff promptly of cancellations or schedule changes.
     

Violation of this code may result in temporary or permanent suspension from the Service.



7. Accessibility & Inclusion


OTLAL is committed to equal access for all eligible individuals regardless of background, race, religion, or circumstance.


Reasonable accommodations will be made for:


  • Physical or mobility needs (subject to vehicle capacity)
     
  • Support animals (documentation may be required)
     
  • Indigenous cultural and spiritual considerations


Our Transportation Service is guided by Christian Faith but remains free and open to everyone. Riders are never required to participate in religious activities or political advocacy, which are separate from the services we provide.
 


8. Emergencies & Incidents


In the event of an emergency, the driver will contact 911 or the appropriate local authority immediately.


OTLAL staff will complete an Incident Report within 24 hours of any significant event involving injury, vehicle damage, or unsafe behaviour.

9. Amendments to Terms


OTLAL reserves the right to modify these Terms of Service at any time. Updated versions will be posted on our website and available at all OTLAL offices or vehicles. Continued use of the Service constitutes acceptance of any changes.



10. Governing Law


These Terms are governed by and interpreted in accordance with the laws of the Province of British Columbia and the federal laws of Canada applicable therein.
